Why a Portuguese server matters
Most budget Minecraft hosts run everything from a handful of datacentres in central Europe. That works, but every packet from a player in Lisbon or Porto crosses most of the continent and comes back, and on a busy survival server that shows up as the small delay between hitting a mob and seeing it react.

Choosing the right size
RAM is what actually limits a Minecraft server. A small survival world for a handful of friends runs comfortably on a modest plan, while modpacks and plugin-heavy public servers need considerably more, because each mod and each loaded chunk holds memory for as long as the server is running.
Start on the smallest plan that fits what you are building today. Moving up later takes a few minutes and your world comes with you, so there is no reason to over-buy at the start.
